POTUS has, on several occasions, made reference to 'universal principles' that guide new democracies like Iraq and Afghanistan. Mr. Bush has conceded that their institutions will not be the same as ours, and that is fine as long as the government adheres to specific guidelines. Radicals claim America is dictating the terms of governance to nations conquered by force (imperialistic bastards!).
