The North may fire their missile, but my gut tells me they won't. If they do, it will probably be shot straight into the air to avoid international outrage like they incurred in 1998 after firing over Japanese territory. Kim Jong-il is maniacal but also a survivalist. A bad idea is attacking the site; it's exactly what a diminishing dictator needs to spark nationalism. A worse idea is using an experimental missile defense system, especially if the flight path is straight up.
Update: The North has fired several short-ranged missiles and a long-range one as well. The multi-stage missile fail to initiate its secondary stages.
I've said it before and I'll say it again; always be wary of a government that puts Democratic, Republic, or People's in their title. Update: add Revolutionary
