Why Kyoto Failed

The Kyoto Protocol (hailed by Dems by the ultimate environmental policy failure) was flawed; it exempt India and China, about a third of the world’s population and two of the fastest industrializing economies, making it irrelevant and illogical on an international level (plus, the Senate defeated it 95-0 in 1997).

The ozone hole was about 10 Million square miles last year, almost a Million smaller than the largest hole registered in 2003. From the most recent report I've read, scientists expect the ozone-hole to close by 2065.

American environmental regulations are well beyond both most other nations and continue to evolve, especially with Al Gore continuing his electioneering (with his movie) on an issue he knows well. More importantly, we must convince other nation states to accept stringent restraints on outmoded soot-spitting industrial plants, and that will be difficult. American reform will be irrelevant if new economies are exempt and built on 19th century technology. According to state-news agencies, China’s sulfur dioxide emissions are growing 9% a year, all of its major rivers are polluted, and one third of the population is affected by acid rain. The current rhetorician for the Communist state says they will cut pollution 10% by 2010. Sure...
