227 ballot boxes from the December 15, 2005 Iraq election are being thrown out. The boxes contained fake ballots or more votes than voters in its district. The 227 boxes are of over 32,000 total, meaning they constitute about .71% of overall ballot boxes.
"Fewer irregularities occurred in last month's election than in last year's January 30 parliamentary vote," said Hussein Hendawi, an official with the Independent Electoral Commission of Iraq.
So the elections are getting better? Fewer mistakes occurred in December 2005 than January 2005. Accuracy of 99.29% is a darn good showing for Iraq's government. That's my read.
