POTUS has agreed to a proposal with Indian Prime Minister, Dr. Manmohan Singh, allowing the two nations to exchange civilian nuclear technology and materials. The sticking point for the US was the separation of civilian and military aspects of their nuclear program. India has been guaranteed a fuel supply and will place 14 of 22 reactors under international scrutiny. The US Congress still must amend US law (the Atomic Energy Act) for the agreement to be authorized.
For India, the deal provides a much needed energy supply for its developing modernization. For America, it provides a lucrative opportunity building reactors (I believe valued at about $800 Billion) while strengthening ties with the world's largest democracy.
I am in the camp of those believing India is a valuable democratic hedge in an area needing democratic leadership (I'm a big fan of India). Strengthening our partnership serves both our interests.
